What Blizzard has said about Ruins of Lordaeron

In the What’s Next panel, Blizzard set the dungeon in the ruins of Lordaeron: you help the Forsaken reclaim the city, clear out what the Scourge left behind, and deal with a necromancer who has moved in. The signs point at him preparing an attack on another city.

The Ruins of Lordaeron is the Horde’s counterpart to the Alliance-facing Hall of Thanes: Blizzard suggested the Alliance will have to find a way to sneak in, without saying how.

Kaivax’s September 15 post lists it at levels 15–20, right after the Hall of Thanes.

Where Ruins of Lordaeron is

The dungeon is in Tirisfal Glades, in the ruined city over the Undercity — the same courtyards Classic players run through to reach the Horde capital.

Wowhead’s dungeon overview guide adds nothing official about how the Alliance gets in; the comments there compare it to entering a hostile capital, which is guesswork rather than a Blizzard statement.
