Gnome Racials in WoW Forever
Gnomes can be Priests in Forever and bring two Priest spells of their own, Confounding Flash and Contingency Plan. Two of their racial changes are confirmed by Wowhead as well as the demo: Eureka! and the new Expansive Mind.

No. In Forever it makes engineering devices more reliable instead of adding skill points.
